KEY ELEMENTS FOR LEGALIZATION SCORECARD
This scorecard has two major purposes.
The first purpose is to identify the key elements that must be addressed in any legislation that would legalize marijuana use.
Minnesotans will not be safer if marijuana is legalized. There will be more impaired
people on the roads, in the workplace and dealing with the impacts of drug use. The safety, social services, regulatory oversight and public safety measures listed here will only reduce the impacts of marijuana legalization on the safety of Minnesotans, not remove them.
The second purpose is to provide a way to evaluate legislative and other efforts to make marijuana use legal in Minnesota. Legalization efforts that do not sufficiently address the key elements would place every Minnesotan in harms way and should not be considered or adopted.
